Is the Mayor of VA Beach being Ethical??

Mayor of Virginia Beach William D. Sessom does not support the idea of a "tent city," a move that would make the Beach the first community in the state to sanction a homeless encampment. The Mayor was quoted in the Virginian Pilot on August 05, 2011: "I just don't see it happening," Sessoms said. "I could not recommend it because I do not want to encourage homelessness. I want to work to keep people from being homeless."
The problems with Mayor Sessoms statement is that the people already homeless, so how can the city encourage it. This would be a good step in helping to relieve the plight of so many living under bridges, boxes, and other unsafe and unhealthy environments. The City staff members think an authorized encampment could make it easier for the city to keep tabs on the homeless and provide services to them. This could be the beginning of getting many off the streets and into a stabilized environment. The bottom line, you have to start somewhere and this is just as good as any ideas I have heard. We do not have affordable housing, people are losing their jobs due to poor economics, unemployment is horrendous, and the forecast is not good.
Thus, Mayor Sessoms, who lives very comfortably, is denying relief to people that have no where else to turn, this is appalling.
